The Guiding Principles on Educational Pluralism aim to clarify the human rights framework governing the educational systems in relation to educational pluralism, the right to education as a cultural right, and the rights of parents.
The Context
In an increasingly plural world, the international community needs to engage in a constructive debate on the right to education as a cultural right. This includes clarifying the obligations of States, honoring the rights of parents, and analysing the role and impact of non-governmental schools and other non-state actors in education systems. The Guiding Principles on Educational Pluralism seek to respond to this need for clarity.
The Purpose
- Reaffirm educational pluralism as a corner-stone of the right to education.
- Create a common framework grounded in human rights standards.
- Clarify the obligations of States to ensure pluralistic educational systems.
- Contribute to the international discussion on educational pluralism.
The Methodology
The principles are currently being developed through an international and participatory process which includes 4 phases:
